The personnel department handles civil service, labor service, city job postings, group insurance, Collective Bargaining Agreements and unemployment for City employees.
The Civil Service Exam Schedule comes out in the beginning of August. We receive a supply of exam applications along with a booklet of announcements for upcoming examinations.

Employment Information
The majority of City jobs are subject to State civil service rules and procedures and fall into one of two categories:
Labor Service:
Laboring jobs are filled through the Labor Service registration where applicants are placed on waiting lists and ranked in order of registration date with qualified Veterans going ahead of Non-veterans.
To claim Veteran Status, the applicant must meet six criteria:
1. Served in a recognized branch of the US.
Army, Marine Corps, Navy, Coast Guard, or Air Force
2. Served during Wartime Service:
Before February 1, 1955 (90 days active duty)
From February 1, 1955 to August 4, 1964 (180 days active duty)
From August 5, 1964 to June 4, 1976 (90 days active duty)
*Lebanese Peacekeeping Force between August 25, 1982 and the withdrawal from Lebanon (90 days) )
*Granada Rescue Mission between October 5, 1983 and December 15, 1983 (90 days) )
*Panamanian Intervention Force between December 20, 1989 and January 31, 1990 (90 days) )
*A campaign medal for wartime service is required.
3. Served in active duty in armed forces – serving 24/hrs a day.
4. Served in minimum duration in active duty status. 90 or more consecutive days.
5. If candidate lacks the wartime service they will still qualify if proof of the following is supplied:
a. Congressional Medal of Honor
b. Sacred Nicaragua Medal of Honor
c. Yartize Sea Service Medal
d. Nary Occupation Service Medal
e. Army of Occupation Medal
f. Medal of Humane Action
6. Discharge of honorable character service.
Veteran Service is established by presenting his/her DD-214 Form (Release from Active Duty).
Official Service:
Official Service jobs are those for which an exam is generally required and includes administrative, professional, clerical & technical positions in all non-exempt departments. These positions are filled on a permanent basis primarily as the result of open competitive exams administrated by the Massachusetts Department of Personnel Administration. We maintain our own applicant and affirmative action pools for referral to jobs which are exempt from civil service and for provisional appointments to those jobs which are subject to civil service but where no current valid eligible list exists.
General job applications for these opportunities are accepted whether or not there is a current vacant position and will remain active for 3 months. If you meet the minimum entrance requirements we will make a referral where possible to a position which becomes vacant during that period that your application is active.
The Personnel Department Hours are from 9:00AM to 5:00PM (EST).
