Summary of Programs
CDBG
CDBG provides the City of Fall River with annual grants to design and implement innovative strategies for improving the physical, economic and social conditions in its neighborhoods, through such activities as: housing rehabilitation, homeless shelters, neighborhood health centers and branch libraries, child development centers, services for elderly persons, street and sidewalk repairs, the enhancement and expansion of water and sewer systems and loans to businesses to promote job creation and economic growth. CDBG is a tool enabling local communities to set their own priorities in addressing the broad array of community needs and challenges that are unique to the community.
CDBG Agencies Funded
East End Library, Community Development Recreation, HEALTHfirst, Child Development Center, Flint and Niagara Senior Centers, Fall River Police Department (walking beat), Fall, River Fire Department (Equipment Upgrades), Home Rehabilitation Program, Fall River Office of Economic Development, Street and sidewalk repair, Water and Sewer upgrade, Fall River Park Department (field and playground repair and upgrade).
HOME Program
The HOME Program was created under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990. It provides the local government, the City of Fall River, with the flexibility to determine the kinds of housing assistance most appropriate to address its housing needs. Federal requirements provide for 100% of the HOME funds to be used to assist low-income households.

New Construction, Home Rehabilitation Program, Rental Property Rehabilitation Program, Rental Housing Acquisition Program, First Time Homebuyer Program, Tenant Based Rental Assistance, Community Housing Development Organizations (CHODO).
ESG
Authorized by the Stewart B. McKinney Homeless Assistance Act, the ESG program has provided assistance to families with children and single adults throughout Fall River. Partnering with the Massachusetts Departments of Social Services, Public Health and Transitional Assistance, has enabled service delivery to the most needy.

HOPWA
Authorized by the AIDS Housing Opportunity Act, HOPWA provides assistance for low-income persons with HIV/AIDS and their families.
