The City Clerk, as clerk of the municipal corporation, is responsible for maintaining the records of and certifying all votes of the City Council as well as the records of appointments, removals and resignations of all elected and most city officials including constables.

The office is also responsible for recording and issuing copies of records of births, deaths and marriages occurring in Fall River.

The City Clerk is the custodian of the city ordinances and records and posts notices of meetings of all city boards and commissions. Also, recorded and filed here are decisions and appeals of the Zoning Board of Appeals and the Planning Board, Campaign and Political Finance reports, claims and lawsuits against the city, business certificates, cemetery deeds, tax liens, going out of business sales and many other documents.

There are approximately twenty-five different categories of licenses and permits issued by the City Clerk’s office. Some examples are licenses and permits for raffles and bazaars, beano, storage of inflammables, pawnbrokers, second hand stores and yards, structures over public ways, hawkers and peddlers, transient vendors, drainlayers, dogs, hunting, fishing, trapping, auto repair and body shops, taxicab vehicles and drivers, private livery vehicles and drivers, bowling alleys, billiards and pool tables and yard sales.

The City Clerk is also the Clerk of the City Council and responsible for seeing to it that the meetings are properly called; that a quorum is recorded as being present; that resolutions and ordinances are properly introduced and given the required number of readings; that they are duly signed; that legal ads are printed when required, and public hearings properly scheduled.
